This report was produced by Charles Shaw-Lefevre, Charles Rowan and Edwin Chadwick and argued for the establishment of a national police force. Shaw-Lefevre and Chadwick had both been involved with the framing and implementation of the 1834 Poor Law Amendment Act. Rowan was one of the first two men appointed as Commissioners of the Metropolitan Police, along with Richard Mayne.
